Sometimes artworks are only given a period for display rather than being plunked down until gravity and the weather finish them off. What kinds of work are best suited to this type of existence aesthetically is an issue quite apart from the fact that it is easier to convince timid patrons that they are not risking a difficult to reverse, longterm commitment to an artwork and its maintenance. This helps keep the streets free of too much art accumulating , but unfortunately some interesting stuff does not last long enough....
